This bag cover style combines traditional fringe trim and contemporary developments: a rubber non-slip patch, a bottom zipper, and a Velcro closure at the the back.  The zipper makes the covers easy to put on and allows quick access to pipe bag zippers, while the Velcro back gives the cover a nice shape and clean appearance.
